your proposal might be nice and everyone could agree that it's better 
looking, but currently we use the UI that comes with the look and feel 
if I remember correctly. It's just some tweaking with colors we do. So 
on macosx, it looks quite macosx like for example.

I don't think we want to create and maintain special UI delegates for 
the progress bar for all the supported L&Fs. Because as I understood 
your proposal, it's only about windows L&F (is it XP or classic?)
