Move more things to the server was: UI changes in reporting of exceptions

Hi.
After reading Jesse's comments and comments from (former) QA guys I guess I 
tend to agree with both:
1. there is a value in simple stacktrace
2. a stacktrace is more valueable if there is a comment, component, and email 
to the reporter

I guess there is an easy fix to this. Make it as easy for the user to send us 
the stacktrace and bother it with the additional questions then - when we 
already have the stacktrace.

This imho means we should add more dialogs to the browser page that is opened 
we receive user's data. E.g. let the user submit the data to the server and 
only then asking him whether it is duplicate or not, what is his comment, 
preferred component, etc.

This would imho satisfy both point of view.

PS: I've already told Jindra how to modify the browser page, so he can try it 
and then we can compare the results.
