Are your bits out of date?  The menu item is no longer called "IRB -  
Interactive Ruby Shell"; it was moved (in time for the M9 freeze  
several weeks ago) as part of the general Window menu cleanup. It  
should now be Window | Other | Ruby Shell (IRB).

If you really do have an up to date trunk build, check your userdir  
too in case there are stale module bits from a previous Auto Update  
installation, or something like that.
