nbui is for the UI design for the IDE itself. nbusers is the list you want, but I'll go ahead and answer at the same time.

You can't turn that feature off. It automatically handles anchoring for you, though you can layout components in the JPanel. Many of the NB forms are using it now days, and I use it for many of my own (most actually). Please move the answer to my next question to NB users. What exactly are you trying to do? I or someone else will need more details. If you ask me how you can organize components inside the panel, the only answer I can give, and I'm not trying to be funny, is to move them around and organize them as this is what I always do. It just works like a WYSIWYG editor except it allows you to make fully expanding UIs (expanding in that they can be full screened and are not just absolute positioned). If you only require absolute positioning then you could use the NB specific AbsoluteLayout, but I don't prefer it myself as the UI is tied to resolution.

I'm new to java development as I'm currently moving from .NET. I
 downloaded
and installed Netbeans 6.0 beta on my Ubuntu 7.04 and I started coding
 with
it. Now I'm stuck on some issues about the GUI. I would like to use the
default layout for JPanels (GroupLayout) as it seems very interesting.
 The
problem is that when I drop or move my components (JLabels, JButtons,
 etc)
around over my JPanel they anchor one another automatically. I would
 like to
change the way they anchor to themselves and to the container, but I
 really
can't understand how! I checked a lot on the web but I can't find
 anybody
with the same problem...maybe it's not a problem at all, but in this
 case
how can I organize my components inside the panel?
