Webstart appears to be broken in NB 6 (rc1)

I can't get it to work at all. I just get ...

    C:\WebStartTest\nbproject\jnlp-impl.xml:423: Project cannot be run with
non-local codebase. Open project properties dialog and set Web Start
Codebase to Local Execution.

Obviously, if I wanted to run it using Local Execution, I would have set it
up to use local execution! What I want is to deploy to tomcat - there is no
longer a Webstart menu or a deploy task.

Webstart support in 5.5 was so easy, what has happened?!
