navigating tabs with the arrow keys

I find that it is very unintuitive for me to navigate between multiple tabs
with the tab / shift+tab method.  To reverse direction, I have to interrupt
my flow of thought, depress the shift key, then press the same key again
(tab).  What is much more intuitive is using the arrow keys.  Left moves
left, right moves right.  Netbeans had this capability in the past, with the
alt+ modifier.  Alt+arrows has become back/forward, which is a good choice,
but we're now lacking a method of navigating tabs with the arrow keys.  I
have seen in several other programs, and I suggest, ctrl+alt+arrows.  This
combination is currently unused in Netbeans, is easy to press, intuitive,
and fun. (In my experience at least.)
