nbusers might be best for just user feedback as far as mailing lists go, but the best place would be to go to:
http://www.netbeans.org/community/issues

and create a new issue and set its type to ENHANCEMENT. Then some developer can start looking into and you and others can provide logged and tracked feedback. Many times mailing lists produce much chatter and are harder to help pinpoint issues.
