I went looking for an analog of API reviews for UI's and found

It says
    The UI review process is suspended for NetBeans 6.7.
    No UI changes are subject to mandatory UI review. In case you are 
interested in an informal UI review for a part of NetBeans UI,     
contact Ondrej Langr.
Now if the UI review process _weren't_ suspended what would the 
guidelines be?
Why do I have to drag it out of Ondrej?
