This maintanance of translated vs original links may become a hell,

Can we sort this hell out setuping the http server to give a page in User's
language by default, or in English if we don't have the localized version.

What I mean is:
An average Russian Windows user has IE setup to requesting files in Russian.
When he enters www.netbeans.org/index.html he is fed with
www.netbeans.org/index_ru.html , if he wants an English version (for some
unknown reason ;-)), he should enter www.netbeans.org/index_en.html.

Is it possible?
