I've just put this up on the staging site :

    http://testwww.netbeans.org/index_tr.html

It will propagate to the www site in ~1hr, and will be linked
from the main home page with a small Turkish flag :

    http://testwww.netbeans.org/images/flags/tr_small.gif

Mert, if you have a minute, could you please check that
everything looks OK, all characters are working etc.  One
other thing - the H1 title of the page didn't get translated.
It is very similar to the html <title>, but not quite, so I
don't want to just copy paste and get it wrong :-)  Could
you translate for me just this one heading :

"Welcome to NetBeans and www.netbeans.org"

If you have any updates to make, probably easiest for me
is a CVS diff, as described at :

    http://www.netbeans.org/community/guidelines/www-guide.html#updates

If that is not convenient for you, no problem, just let
me know what changed; or even just mail me the complete,
updated file (testwww version).
