Here is the response I got when I wanted to translate welcome page to
my language georgian

This page includes all the basic info :

    http://www.netbeans.org/community/contribute/localise.html

Important points :

- please use "view source" in your browser on the page to
   translate, not "File -> Save As";

- please use UTF-8 encoding;
