css fixes

Hi all,

I've just commited some fixes to css problems we've had since
the latest site design launch.  Most notably this fixes the
problem where <a name> made things look like links.  There 
were a few other fixes in this commit too.  More info in the

Last week I also commited/fixed the old table styles problems,
so that tables using old css from the last site version now
work, and look if not great, OK.

So - AFAIK there are no real problems with the css now.  If
you know of any others, please reopen the issue above with
details *and example URLs* where the problem is visible.
