Setting up a NetBeans mirror in Pakistan

Hello,

We would like to set up a NetBeans download mirror in Pakistan to help
increase access to and usage of NetBeans in the developer community in
Pakistan. We already have a mirror server at
http://mirror-cybernet.lums.edu.pk/ for a number of popular open
source software distributions. This is a collaboration between the
Lahore University of Management Sciences and Cyber Internet Services,
a leading ISP in Pakistan.

We see a list of mirrors at http://netbeans.org/about/os/mirrors.html,
but didn't find any instructions on creating the mirror (e.g. rsync
server to download from, etc).

We would appreciate any help in getting started.
