There is a working empty jonas service maven project in the SVN:
http://websvn.ow2.org/listing.php?repname=jonas&path=%2Fsandbox%2Fsauthieg%2Fmyservice%2F&rev=0

You could checkout theses sources and try to start from them ?

svn co 
svn://svn.forge.objectweb.org/svnroot/jonas/sandbox/sauthieg/myservice

Then import that in Eclipse using "Import Existing maven project" from 
M2Eclipse.
