I also have this problem, as the website doesn't build easily. Any possibility to make the website build process more simple? Eg, a test-war target, who just packages the files into a war and a deploy-war target that packages everything?

The header is fucked up, and the API is out of date. We should automate this process or not put it on the site at all.
