it is not clear where one can download it. It is not on sourceforge, it is not reachable by a link in opensymphnoy website. It is not distribuited with other opensymphony components which require it (osworkflow).
Please can you tell us what to do, if there isn't a build yet please specify it and tell to use the CVS
