Here is an overview of the issue:
---------------------------------------------------------------------
        Key: WW-288
    Summary: VelocityLayoutServlet (from VelocityTools) extension
       Type: New Feature

     Status: Assigned
   Priority: Minor

    Project: WebWork
 Components:
             Views
             Dispatch
   Versions:
             2.0

   Assignee: Patrick Lightbody

Description:
An extension to the existing WebWorkVelocityServlet is this WebWorkVelocityLayoutServlet. To make it work when there's a request for an action there is also a new VelocityLayoutResult. However, this new result type is actually using the WebWorkVelocityServlet to be able to use the special merge of templates in the parent, VelocityLayoutServlet. I can not figure out a better solution to this since all functionality is included in the VelocityLayoutServlet.

I was hoping that the whole VelocityTools (incl. ToolBox) could be used from ww but after checking the source it seems too much have to be changed in ww, but maybe I'm wrong...
