I don't fully understand the issues you are bringing up. Maybe you could supply some test cases (you can use URLTagTest as a starting point).

Description:
The url tag has some bugs. Notably:

When putting the value into url scope wrong variable is used (value is used, when result should be) - this results in loss of parameter values in the declared attribute.

Additionally, I'd suggest adding handling of empty parameter value. Currently the code is not doing anything - my suggestion is to use value of parameter from request. In all cases though, it appends the ampersand to url end, so it could look like this

this.action?p1=a&&p2

... and that's messy to me ;)
