Added ClientDispatcher testcase
context path should not include tests directory
Fixed a relative file mapping in views.properties
Building test-web is now separate from running tests.
To run the web testcases configure build.properties, run test-web target, deploy test-web in your container, then run ant test. To get coverage results, stop the container, then run ant clover.report
