We have come across this kind of problem some time ago. We have solved
it by defining two worflows. The first is the "general" workflow, the
second one is a sub-workflow.
You could instanciate as many sub-workflow as your number of reviewers
and make the general workflow go on when all sub-workflows are finished.
This seems to be a good solution if each "review" sub-process is a bit
complex.
In your case, you could simply store a list of the reviewers and their
decision (evaluation? vote?) in the "variables" map, and use a loop on
step 2 that exit only when every reviewer has voted.
