I'm not sure i understand your question, but I will give you the
workflow I would use for james case.
"General" workflow:
Step 0. Initialize Workflow
Action 0. Initialize -> Go to Step 1 / docNumber = 0;
Step 1. Initialize review board
Action 1. Add reviewers list -> goto Step 2 /
instanciate one sub-workflow per reviewer,
store the wfids in a variable.
Step 2. Reviewing Document
Action 3. Review Document [if all sub-wf in step2] -> goto Step3
[else] -> goto Step2
Step 3. Review Finished
"sub workflow":
Step 0. Initialize Workflow
Action 0. Initialize -> Go to Step 1 / store parent wfid
Step 1. Waiting for vote
Action 1. Accept Document -> Go to Step 2 / doAction 3 on wfid
Action 2. Reject Document -> Go to Step 2 / doAction 3 on wfid
Step 2. sub-review finished
