Description:
In a 'step' tag if you use an 'action' tag, this shoud be surrounded by an 'actions' tag. The parser says nothing if <actions> is missing and simply ignores the nested 'action' tags.

This is not really a bug as developers should care about that. However the document is valid against the DTD.
