Description:
Action ids are not checked to be unique across a workflow descriptor. This can lead to unexpected returned values from API.
Whereas it is said in the DTD :
'id: a unique ID in the workflow descriptor. Note that ID's have to be globally unique, and not just within a step's
actions.'
unicity is never checked (and can't be checked with a simple DTD validation). So should unicity be checked at runtime.
