Description:
Conditions in the restrict-to clause aren't passed in the full transient state information.  Conditions that are dependant on transientState don't work.

In version 2.5 the AbstractWorkflow calls the conditions from the getAvailableActions(int) method.  

The cleanest option would be to change the signature of getAvailableActions on the Workflow interface, having this method accept a Map of transient variables.

The disadvantage of that approach is that it breaks backward compatability.  If this is not desired, the method should be overloaded.

I have made the changes to the 2.5 version of AbstractWorkflow.  The version attached has the overloaded methods included.
