[propertyset] missing test config files for mckoi DB

I am pretty sure that propertyset needs some adiditonal files to make the
JUnit tests work

AFAICT the config/jdbc/*DS.properties files are not in CVS for propertyset
but they need ot be

If I copy them over from OSUser, the propertyset JUnit tests run fine
