What is the license of osuser, oscore, and propertyset?  I see in CVS 
for oscore LICENSE.txt is for the "OpenSymphony Software License" and 
all of their dev.java.net pages list them as being under the Apache 
Software License 1.1 (which gives copyright to the ASF).

What is it?  And shouldn't a LICENSE.txt be included in the root of all 
distributed jars?
