[Opensymphony-oscache] Performance of throwing NeedsRefreshException for missing keys

Oops, i have found the comment in the NeedsRefreshException Source just 3 minutes, too late ;-) "<p>January, 2004 - The OSCache developers are aware of the fact that throwing * an exception for a perfect valid situation (cache miss) is design smell.
