Re: change directory to put oscache.properties and taglib.tld

oscache.properties needs to be in the classpath of the application you are
using. It does not necessarily have to be in WEBINF dir. Its just that if u
put it in WEB-INF directory, its automatically added to the classpath by the
application server.

You can put it anywhere you want and add it to the classpath.
