No, webwork.properties is a file you can add to your classpath yourself (mostly in WEB-INF/classes). You'll only have to use it if you want to override some settings (like devMode, objectfactory, etc ..). You can add an empty webwork.properties file in your classpath to get rid of the warning.

But, not to sound too negative, this is entirely explained in the docs, like most of your questions. In fact, if you go to http://wiki.opensymphony.com/display/WW/WebWork, and you take a deep breath, there's a good chance you'll find it listed there under Reference/Configuration Files/..
