JSR168PorletDispatcher Not Executing Action on Form Submission

I'm a doing a POC of Webwork's JSR-168 portlet support in Oracle Portal 10.1.4 and I am unable to get a very simple form submission to work.  Turning up the logging I can see that the Dispatcher gets run but it only executes the action to show the form.  When the form is submitted using code very similar to the form example distributed with webwork the submission calls the portlet but the action is never executed.  I see the action and render phase both running but logging in the action itself is not shown. 

Has anyone seen similar behavior or have any insight?  At this point I am unable to run a debugger to step through the code because of some firewall issues.  If I get those resolved I will put up another post with more information.
