Like Apache HTTPD and Tomcat, the Struts project creates a release and then judges its quality. We don't use a straight alpha/beta/stable progression. So, it would be possible for Struts 2.0.1 to be "beta" and Struts 2.0.2 to be struck at "alpha" if we found that there were serious problems with new features. But Struts 2.0.3 could just as easily  be judged "General Availability", if warranted.

A number of new features were added to the Struts 2.0.2 development build, like the code-behind plugin and REST-ful URLs. Since these features have not been tried in production, we're marking them "experimental", so that they do not drag down the quality of the rest of the build. 

The Struts 2.0.1 beta has proven to be quite stable. If not for the dependency on a beta release of XWork, it might have gone GA.
