[VOTE] Release JakartaEE API 10.0.1

Hey all,

I’d like to start a VOTE on releasing JakartaEE API 10.0.1. This release is a minor bugfix release that fixes TOMEE-4508 which caused the reference EL API jars to take precedence in the built artifacts over the Tomcat EL API jar - which is what TomEE uses.
