[VOTE] Release TomEE 10.1.1

I’d like to start a vote on releasing the artifacts for TomEE 10.1.1 below. This release mainly takes care of dependency upgrades and ensures TomEE is compatible with JDK 24+ to be ready for the upcoming 25 LTS release.
