Null pointer exception with external JNDI

I am attempting to use external JNDI rather than embedded.
I utilize a standard config file provided with openjms: 
 rmi_jms_external_jndi.xml

But, whenever I run admin ..\config\rmi_jms_external_jndi.xml or
startup ..\config\rmi_jms_external_jndi.xml, I get:

java.lang.NullPointerException
    at org.exolab.jms.server.JmsServer.init(JmsServer.java:276)
    at org.exolab.jms.server.JmsServer.main(JmsServer.java:326)

Does anyone know how to get around this error?
