Summary: setClientID not throwing IllegalStateException

Initial Comment:
Openjms provides client ID, so changing it should throw 
IllegalStateException.
This bug breaks JORAM test testSetClientID_1:

    createTopicConnection().setClientID("blah")
        // should throw IllegalStateException
