Admin window not opening

 Hi
 
 I am getting some strange behaviour from the openjms admin 
 window. On one of the dev machines , when i click the 
 admin.bat , the window opens properly but when i copy the 
 same setup to the new place with an identical enviroment as 
 the original one, the same window doesnt open , just a 
 command window is shown. I have checked the settings related 
 to the jdk,openjms database everything seems okay. What could
 be the reason ?
