In the original post, the URI wasn't being constructed correctly.
The InitialContextFactory class was failing to convert
"http://localhost:8080/"
to the servlet path of "http://localhost:8080/openjms-tunnel/tunnel"
This was a bug that was fixed in 0.7.7-alpha-3.

In your case, it looks like a different issue. Either:
. you don't have a webserver running on port 80
. you haven't deployed openjms-tunnel.war correctly.
