I'm just brainstorming now.  Can you ping the IP from the client
machine? Do you have routers running that might need you to require
port forwarding?  I just pinged your IP and got a timeout.

You can also try using RMI instead of TCP and start an RMI registry by
executing a rmiregistry command on the command line.

However, this really looks like a network issue.
