The following works for me, using Squirrel 2.3:

1. Configure the Derby driver:

1.1 Select 'Apache Derby Embedded' in Drivers
1.2 Select 'Modify Driver'
1.3 Click on 'Extra Class Path'
1.4 Add the derby-10.1.1.0.jar from $OPENJMS_HOME/lib
1.5 Select 'List Drivers'
1.6 Select 'org.apache.derby.jdbc.EmbeddedDriver' from the dropdown.
1.7 Click 'OK'

2. Configure the database Alias

2.1 Select 'Aliases->New Alias'
2.2 Enter 'openjms' for the Name
2.3 Select 'Apache Derby Embedded' for the driver
2.4 For the URL, enter the fully qualified database path name. In the 
following, replace <OPENJMS_HOME> with your install path.
          jdbc:derby:<OPENMS_HOME>/db/openjmsdb
      E.g:
          jdbc:derby:c:/openjms/db/openjmsdb
2.5 Click 'OK'

3. Connect to the database

3.1 Select 'openjms' from Aliases
3.2 Select 'Aliases -> Connect'
3.3 Click 'Connect'

On the left hand side, you should see a tree view like:
- openjms
  + APP
  + NULLID
  + OPENJMS
  + SQLJ
  + SYS
  + SYSCAT
etc.

The openjms tables are located in
  + OPENJMS -> TABLE
