A new user that you want to create. Just leave it blank and use ozoneAdmin to 
manage users.

Not sure if this is due to some issue with the batch script for windows but
make sure you've set OZONE_HOME properly before running ozone.bat:

set OZONE_HOME=E:\jdk1.4\bin\ozone-1.2

Do you still get the same problem?
