Assuming you are trying to run 1.2:
Check the mail archive. It seems that some users have had issues with the 
batch files because it is using LF as EOL terminators instead of CRLF. I've 
tested the 1.2 on win2k without any problem so I'm not usre this if the issue 
is because of a difference between w2k and wxp os if it is because of 
different language versions of windows... anyway the mail archive has a 
version of the necessary script using CRLF as EOL. 

If you are using a CVS snapshot there is an ant task in the top level build 
file that changes the EOL chars depending on the OS...

If this is not it then you probably have some issue with a corrupt jar file or 
incomplete distribution...
