As they do not have any foreign dependency, they 
could go in core. But as somehow related to
configuration they could go in  gems. Maybe this is 
beter solution.

Yes, of course.  Chaining them in different order
would allow defaults / overriding.  And I think
they should be merged together - your APC offerst
basically the same functionality, but different
constructor. ( Though data conversion should be really
delegated to parameter )
