4th Tier is really necessary if you like to allow external 
configuration of webapp. There are environments ( I would not
tell names,  but it were my customers ) where it is necessary to
provide external configuration to webapps, because some parameter 
change has to be rushed through roll-out management process 
which could take up to 2 weeks. The only option is to reconfigure 
one app at a time exeernally,  and then use load balancer to 
restart all the server chains one at a time.
