POM inheritance from the local repo

Hi,

Just chatting with Dan in IRC and I wanted to check with folks to see if
they would be cool with inheriting POMs directly from the local repo so
that inheritance works no matter where you are doing it from.

The rub I am having is that things work in the local directory structure
but the deployed POMs don't work well inheritance-wise because there is
a mismatch between where the POMs are for development and where they are
when they are all deployed.

I am also trying to use the maven-new stuff and the maven-old stuff at
the same time to make sure things work in the transition.

What I am thinking of is making ${maven.repo.local} available for
interpolation so that we can do things like:

<extend>${maven.repo.local}/plexus/poms/plexus-components-0.5.pom</extend>

I'm also open to any suggestions but I think Dan's idea of treating the
POMs like any other artifact is a great one which means using the POMs
from the local repository.
