You mentioned, that the page will not open. I guess this means that the Robocode window does not show up.

Normally this is due to a missing environment variable JAVA_HOME, which must be setup/added and point to where Java is installed.

Try to write this in a command promt/shell:

set JAVA_HOME

If it does not write anything, the JAVA_HOME is missing.
