Did you use the Robot Packager of Robocode available from the menu: Robot 
-> Package robot or team?
This needs to be done to store the properties files for the robot 
containing metadata for the robot.

If not, which version of Java did you use. Java 18 does not work for 
Robocode (currently). So this might be an issue.
