Shortened the README:
- removed the hint to use cygwin on windows, it seems to be obsolete
(i had never the need for cygwin to compile and run Scarab)
- removed the confession that the user admin screen is crap,
that statement helps nobody.
- removed the section about db permissions. This is the domain of the
dba and she should know about it.
