        Situation

Description 	

Emails are not being generated to the personnel involved in an issue. The only email that is being generated comes from the end-user and is addressed to the scarab administrator (I assume this is the archive email?)

It was expected that the an email from the changing user would be sent to all personnel assigned to and the creator of the issue.
The email to the scarab administrator is not wanted.
It should be noted the contents of the generated email is great - exactly what was wanted - but just addressed incorrectly.
