I agree.
UTF-8 source makes everybody happy and in the long run is the simplest
solution.
One developer can work with en_GB.UTF-8 and another work with
de_DE.UTF-8 and the encoding is the same!
AFAIK there is no other way to share one encoding across multiple
locales.

When java itself works with unicode it makes sense too.
