creation of new attribute options, adn attributes

Hi,

I don't know, but what do you think of the following approach:

Remove all "create new" buttons from the screens for selecting options 
and attributes for the issue type of a module? Hence the admin would not 
get confused if he edits the global data at the moment or the module 
data, because the navigation does not show that.
